The child needs both parents.

PATERNITAS contributes to protecting children from the effects of post-separation parental conflict by promoting responsible co-parenting, providing practical support for parents, conducting public education, and advocating for policies that enable both parents to effectively exercise their parental responsibilities.

Who we are

PATERNITAS is an independent, non-political, nonprofit public association in the Republic of Moldova.

The amicable resolution of conflicts is our priority. We help couples understand that divorce separates two partners, but it should not destroy the bond between children and their parents. Instead of lengthy, costly, and traumatic court proceedings, we offer a peaceful path, guided by specialists, through which the family is reorganized through mediation, calm, and mature dialogue.

Iulian AFANASIEV

Administrator

Founder and business administrator with over 20 years of experience, he has a higher education in economics and a master's degree in psychology. Together with a group of friends, he created the Paternitas Public Association out of the desire to contribute to the development of a more balanced society, in which the child's interest, the involvement of both parents and mature dialogue are the basis of decisions. He brings managerial experience, economic and psychological knowledge, as well as a realistic perspective, formed both professionally and personally, to the association's activity. He is the father of two wonderful children.

Timur EFREMOV

Board of Directors

An entrepreneur with over 30 years of professional experience, Timur Efremov has managed local and international companies and established and developed businesses in various sectors in the Republic of Moldova, Romania, Georgia, and Ukraine.
His entrepreneurial journey has provided him with experience in building and developing projects, coordinating teams, and turning ideas into sustainable initiatives. He believes in responsibility, dialogue, and active involvement – principles he considers important both in professional life and in society.
Within PATERNITAS, he advocates for responsible and engaged fatherhood and a society in which the father's role is recognized and valued, and the involvement of both parents in raising and educating their children is considered the norm.
He is the father of a son, and his relationship with his son, together with his experience of being present in his life, represents his primary personal motivation for his involvement in PATERNITAS.

Andrei GALBUR

Board of Directors

He holds a degree in International Law, having pursued his education in the United States, Moldova, and Austria. Between 1995 and 2018, he served in the diplomatic service of the Republic of Moldova, concluding his career as Deputy Prime Minister and Minister of Foreign Affairs and European Integration. He represented his country in various processes and negotiations, both domestically and internationally, including during his assignments at Moldova's embassies in Vienna, Washington, and Moscow. This experience helped him navigate conflict situations more effectively and contribute to resolving various challenges through responsible engagement, a proactive approach, and creative solutions.
His most important achievement, however, despite working in a high-pressure environment, is the relationship he has built with his children, to whose upbringing and support he has devoted himself unconditionally.
It was precisely this aspect of his life that motivated him to join the founding team of PATERNITAS, with whom he shares the principles underpinning the Association's work: contributing to a calm and balanced environment in which a generation can grow up independent, strong, and free from inequality and prejudice.

Sergiu BOGHEAN

Board of Directors

He brings to the PATERNITAS team a unique combination of the rigor of a public policy expert and the vocation of an educator. With over 15 years of experience in managing projects focused on democratic development, international relations, and civic activism, he possesses a profound understanding of social structures. Since 2019, Sergiu has served as Project Coordinator for the Republic of Moldova at the German Friedrich Naumann Foundation for Freedom, where he manages programs dedicated to human rights, freedom of the press, and good governance.
A historian, geographer, and graduate in Educational Sciences, he continues his mission as an educator by teaching at the Centre of Excellence in Economics and Finance (CEEF) in Chișinău, where he teaches the subject "Fundamentals of Law" and fosters critical thinking and civic awareness among younger generations.
Beyond his professional career, his involvement in PATERNITAS is rooted in his personal experience as a father of two children. Sergiu advocates for the elimination of gender bias in judicial practice, calling for decisions regarding children's place of residence to be based on an objective assessment of living conditions and opportunities for their development. He promotes an equitable approach in the courts, one that no longer limits the father's role to that of a mere payer of child support, but instead focuses on children's right to fully benefit from the active presence and upbringing provided by both parents.
